I disagree. Churning has nothing to do with frequency, it has to do with re-applying for cards (or repeatedly applying for multiple cards mostly for the signup bonuses).

Someone who's Chase-exclusive but keeps opening and closing the same 5 Chase personal cards every 2 years in certainly a churner. Maybe a "slow" churner, but a churner nonetheless. (In fact, anyone who's just reapplying for the same 1 card every 2ish years is still a "slow churner".)

Also, you're forgetting that someone can churn business cards (from most banks) at any speed and still stay under 5/24.

Now, I agree that it may have been other factors than pure churning that caused those Chase shutdowns. But long before 5/24 appeared, people were advising strongly that you shouldn't cancel Chase cards "too early" and make it look to Chase like you spend to get the bonus and then never the touched the card again. So with Chase, it's long been thought that how you use a card you churned, not just whether you churned, may determine how much Chase will "like" you.
