Even getting under 5/24 isn't a safe harbor with Chase anymore. No first hand experience, but there are reports that Chase has started closing accounts of people who complied with 5/24 if its obvious they are churners.
Anyone who is under 5/24 is prima facie not a "churner". I'd suggest the titles "underperformer", or in some cases "slow starter". :-)
