There is no rhyme or reason to shutdowns. People have tried making legit purchases, doing billpays, loading different amounts, only loading a few hundred or 1-2k per month.... and still got shut down. Then others (myself included) simply load $5k per month and withdraw it all straight to bank account... and I avoided the last round of shutdowns.
If you're using Serve/BB for MS, just do $5k/month and enjoy it while it lasts.
