Some do. I have witnessed (on LH I believe), a FA taking the bag out and calling the passenger to remind him to stow it above his seat. He did not seem very happy about that.
IMHO, this creates the impression in the mind of PAX that they "own" the bin space above them. I have seen PAX stand in the aisle dumbstruck that "their" space has already been claimed.
