As a PLT you can of course use any of the Admirals Clubs at PHL before your PHL-MUC flight. Technically, you can also use the BA lounge too (since it's a oneworld Business lounge), however BA lounges at outstations in the US are notorious for only allowing in eligible customers on BA flights (the PHL club especially).

And since your onward MUC-HER flight is not on a oneworld carrier, you won't have any lounge access during your connection at MUC.
