Sihanoukville is a TERRIBLE place. Disgusting town filled with shoddy hotel/casinos for Chinese tourists and a smelly and polluted beach. There's a nice-ish beach ~20 min away by tuk-tuk and I suppose if you take a ferry to some of the islands they might be nice, but Sihanoukville itself should be avoided.
