As OP must physically claim his bag at YYZ and either drop or retag it, the difference amounts to possibly 2 minutes. If retagged, he will pay his WS bag fee at that point. If not, he may be sent back off to get that done later. Potentially his bag will be held. Not worth the hassle for a few bucks.
