You entered the country legally, immigration collected your GE slip but somehow managed not to go through customs. Sounds like CBP has an issue not you. As immigration collected your GE slip I would not worry an about anything as my experience is that immigration checks it but customs collects it. So you have given them documentation needed.
As for reporting the issue of being able to leave without going through customs - I would not. Apt to be a rabbit hole.
