OP - As a starting matter, you will not retrieve your bag at IAD midfield. Rather, as an arriving passenger on KE, you will retrieve your bag after immigration at the International Arrivals Building. After Customs, you will drop your bag with UA, head off to the TSA checkpoint and then head out to your UA departure gate at Concourse A, C, or D.

The confusion here is that UA simply receives the bag. If KE has tagged it as it says it will at ICN, you will simply drop it at UA and head off. If KE does not tag it, then you will need to wait at UA to check your bag and pay the fee. UA is not in the decision tree here at all.

Depending on the transfer time you have at IAD, you may want to reconsider. No idea whether you have Pre-Check, but the wait times at the security checkpoint can be quite long.
