As noted above, the answer is indeed yes. However, so that others are not left with the impression that there is a 3,000 mile rule, I'll mention here that there is not a distance rule. You could be coming from anywhere in South America or Central America and still have access. This misinformation was implied in the wiki, where the original FL announcement that limited access to "deep South America" was quoted. I added a note there that travelers to/from all of South and Central America are welcome, assuming they are in J/F or have the appropriate elite status. I also updated the link to the AA.com FL page that lists the access rules.
