There's a discussion on this in the IAD thread. At least for UA passengers, they still have two facilities; I don't recall which is which. It only
really matters if you have checked luggage, because they'll deliver your bags to one or the other based upon their destination. If you get the choice, I'd just follow the sign for connecting passengers, but feel free to follow up in the IAD thread.
