You cannot turn non-refundable tickets into refundable tickets under any circumstances. That is true industry-wide. If you are not finding a description of the process in the fare rules, you will need to go back and read them again. It is a lengthy and dense document. If you post the point of sale, the date of sale, and the 5-6 digit fare basis, someone here will be able to walk you through this.
