Chinese citizens don't need any permit if they are transferring through TPE's air-side only.
They can't do Mainland-TPE-xxx transfer as Chinese authority won't let them leave without a permit even for airside transit. But the opposite direction is ok. EVA was banking on China relaxing this rule when they launched a bunch of North American routes but for the moment nothing changes.
