Agree with you in principle about "scams". That said, AMEX invites this type of behavior by marketing a benefit then making it somewhat difficult to realize said benefit, depending upon one's situation.
The subject gets bandied about here frequently - as we both know - and it comes down to where you draw the line. Gift cards? Not technically reimbursable but regularly reimbursed.
What defines a "scam", I guess is the dividing line.
