There has been talk of some foreign airlines establishing bases in Israel (with Israeli crews) so potentially not too far fetched for domestic routes. Could make sense to park planes in Eilat and fly mornings to TLV to pick up pax to Europe. I know it's the EU and all but Ryanair flies domestic flights in Germany and France, as does Easyjet (also Italy)
