One isn't, but a herd of them counts. I do think UA does recognize the relative importance of 1Ks as a whole (hence - GPUs, RPUs, free food/drink in coach, fee abatements, 1K voice/line, etc), it's just that they are not normally going disrupt operations for a single 1K.
