They believe that only this year then, as fares throughout 2014, 2015, 2016 and 2017 ranged from $2500 to $6500 for P fares depending on criteria mentioned by mduell in post #2. This year (so far) it's all in the $5400 (± $200) range for the whole year.
(And it's not only AVP either; this has been a reoccurring theme recently. ZFV (Philly Amtrak Station), and BDL (Hartford) are others that come to mind.)
