City codes don't work well on the UA site and it is better to use airport codes

You can waitlist for a higher cabin on UA operated flights but can not for partner operated flights(even if UA codeshare).

That's a likely outcome. Award inventory can be very dynamic -- lots of people looking and very limited inventory.

But to restate a point, getting from London to Paris (non-stop) by Star Alliance partner is going to be difficult. You might consider Eurostar train.
