What exactly is unclear? One is a Basic Economy fare and one is a fully-refundable fare which means they are on absolute opposite ends of the spectrum. With one fare you can't choose seats, you can bring 1-bag on-board that can only go under your seat (no overhead bin use), it earns no miles in any frequent flier program, and the ticket is not changeable or refundable. The flexible ticket is one that many businesses will buy because plans change all the time and they want to be able to cancel or change it at any time.
