I'm not sure that we've ever had official word as to whether the 32 kg allowance is now contractual (ie ticketed) or still a policy concession (as I think it used to be).
For obvious reasons, MMB is likely to display the contractual allowance - and if that is still 23 kg because the 32 kg allowance is a policy concession, it is not hard to see why MMB might show the lower figure.
