Well, Barclays should be able to use the applicant's SSN to see if they've previously had any Barclays CCs, right? And if not they can do HP and process as usual. If they realize you had the CC previously they can just decline the app without pulling your credit.

I don't know how or why Barclays does what it does. Hopefully they're not turning into Citi, but of course that may not be such a bad thing.
