It depends, but the simple answer is, you should
wait at least 3 months after cancelling before reapplying for the exact same card product, minimizing the chances that they re-open a recently closed account. Many people have reported much (MUCH) shorter wait times with success, but I can't recommend that you take that type of risk.
There are other factors the come into play too, such as Personal vs Business card churns, but that's another chapter.
