Yes, there is a separate counter for e-visas on the right just before the main immigration area. Just opposite the restrooms on the left. There is signage pointing to it but it can be missed since the bulk of the signs point straight ahead to the main immigration counters.
I don't know if e-visa holders can go to the regular lines or not.
As for biometrics in the regular lines, pretty much everyone is photographed, but they seem to ask for fingerprints only for some classes of travelers. Unclear to me what the criteria are.
