Hotels are not raising taxes, it is state and local jurisdictions. All the hotel does is collect the tax and pay it over.
Many jurisdictions see it as an easy way to generate tax revenue without raising taxes on locals (who vote).
People are also likely not price sensitive as to tax. If you need to stay overnight at a given location, the taxes are what they are set at.
