Exactly, look at Australia, I believe for a few years now everyone has been able to use departures SmartGate, since all it needs to do is record the exit and make sure the passport actually belongs to the traveller.
For arrivals they need to make sure the person is eligible to enter the country so it can't be fully automated for everybody.
