No for sure. Relaxing exit control does not mean relaxing entry control.
At some point they'll open up unrestricted registration for e-channel to more nationalities.
I believe we have a major difference in defining unrestricted registration.
When a person is subject to immigration control, his/her e-channel enrollment is based on such control. So when the Germans, in your example, are
subject to immigration control, I will not say they have unrestricted registration. In fact, the ID website does say they must have a good record in Hong Kong in order to be qualified.
