And righteously NH should protect their PE turf because UA doesn't allow *Gold into Economy Plus.

NH does occasionally offer pay-ups to C at the check-in counter. This is not a published promotion. However, I have seen anywhere from $400-600/ticket upgrades from Y to C for LAX-NRT and HNL-NRT/HND flights several times per year.
