CX.com says you need a transit visa - which I undestand is different to an eTA.

CIC has this to say:

Travellers whose planes refuel in Canada going to and from the United States, as well as participants in the China Transit Program and Transit Without Visa Program, do not need to have an eTA or a visa to transit Canada.

Haven't flown this route in a while - grateful if any non-US / Canadian citizens who have done this recently to share their experience! Thanks!
It's a grey area. Safest bet is to get an ETA.
