That's an interesting one as most airlines do not apply HIP checks for routing fares (as opposed to MPM fares where routing is not specified), they don't even need to put anything into fare rules in this respect.
I saw already that HIP surcharges triggered for MU routing fares due to stopovers, however, in my case these were triggered only if a segment within China was added, while a stopover in Shanghai without domestic segments in China did not trigger HIP surcharges.

Would be interested to know how/ where airlines specify the rule in respect of HIP checks application.

Could be dependent on GDSs used as well.
