"The new law that will be placed soon" is not likely to be in effect "in November this year", so you would likely still be operating under the existing OFAC regulations.

What OFAC reason for travel do you intend to choose? People to People? Or Support for the Cuban People?

You say: " I will be staying casa particulars taking dancing classes and attending music concerts, which means I spend most money directly for Cuban people."

Under P2P, you are supposed have a full time schedule of educational activities. This is almost impossible to arrange for a first time trip, to make the contacts necessary, unless you arrange for full time tours.
Under Support, you are not supposed to be supporting the Cuban government, which is part owner in many hotels, runs the public transportation systems, owns the museums, and forms music and dance groups.
So if you're going to worry about fulfilling OFAC criteria, you have a hard task.

However, OFAC has not audited anyone for years (and it looks like they are not likely to have funding to do so in future, nor time, given all the other problems they oversee), so the alternative is just to go, be a tourist like every other independent traveler has done, forget about trying to fulfill the letter of the regs, and hope they don't ever take notice of any independent US travelers.
