I cant comment on what hotel is open, but I suggest you call the Sheraton in Old San Juan, 787-721-5100, it is right across the street from the port.
Just an FYI, the Sheraton Old San Juan is only across the street from the pier Carnival uses. Royal Caribbean and Celebrity use the Pan American Pier across the harbor for cruises departing from San Juan (they use the OSJ piers for day stops only) which is across the harbor and closer to the Sheraton Puerto Rico Hotel & Casino.
