By all means... Here's the thing... Most drivers savvy enough to cancel a scheduled ride to take a surge are savvy enough to know to not accept the job in the first place (surge locations and times are pretty predictable).
A driver uh... green enough to accept a base fare ride during peak hours will probably not even notice a surge event was taking place.
