I see above that expert flyer needs to show Z availability in order to use a GUC on a KLM flight that I purchased through Delta. Is that still accurate? I booked MCO-ATL-AMS and ATL-AMS shows Z=7, but the Twitter rep says it's not available. Am I not understanding this correctly?

You need to search MCO-AMS on ExpertFlyer and see what is available on the ATL-AMS leg that way. Z availability depends on your entire routing, so the availability may be different depending if you are flying ATL-AMS or MCO-ATL-AMS.
It looks like there is an MCO-MSP-AMS routing with upgrade availability on 2/23 but not the via ATL routing.
(This is an interesting case because I thought usually connecting a domestic DL flight onto an international KL flight did not change the KL flight availability -- whereas connecting multiple KL flights together often does. However in this case just the DL flight from MCO also changes the KL availability.)
If you did successfully get the ticket rebooked, you got lucky with an agent who accidentally did something wrong in your favor. Which can also be a valid approach to dealing with Delta at times, but if the ticket has not yet been reissued, there is a chance it may fail and you may be denied the upgrade when they go to reissue the ticket.
