I don't believe this is correct. In New Jersey, for hire vehicles are no longer exempt from child seat laws. In New York, there is still an exemption.
You could try Wingz. They now service EWR and you can request a car seat in the instructions section. You schedule in advance and are assigned a driver so you can get your answer before your trip.
