exactly. Though, union or non-union is irrelevant, it's really just about how many regional airplanes are allowed to operate flights on an airlines behalf. Some airlines have limits on the number of planes, number of seats on a regional plane or percentage of planes vs mainline planes - or any combination of those things... or more.
