I'm not saying it can be done with this fare, just that in the past LA have used a template for MEX fares and sometimes forgotten to pull out sections that allow transit via US, and thus avoid MEX on the return. Other fares have allowed transit via other cities in Mexico, like SJD, making interesting for west coasters. Someone needs to go thru the listed flight numbers in the fare rules to see what those yield. My cursory read is travel must be MEX- S America.
BTW, for stopovers there is no HIP exception but at least MEX-SCL is lesser fare than MEX-IPC so stopover there would be free. That would be a nice trip, SCL and IPC!
