Weird. I was there in 2016, and I wasn't charged for hot breakfast. Did the server tell you this? Were you able to bring this up at check out to find out the official policy?
I thought the lounge was pretty good. The hotel is dated, and the service isn't up to PH standards, but I enjoyed my stay.
