In my experience, it is the opposite. If you book 2 award tickets in the same PNR, both get credited to the one using the points. If you book a segment when the person using the points is not traveling no credit for either. This is likely an IT problem created when AS added segments and nobody has bothered to fix it. Elevate will be gone in a few more months, so it is obviously not a priority to fix.
