Looking at these data points, I don't think there is any relation between spending and retention offers. In fact, it's possible that at a certain level, Amex feels like if you are spending that much then you are unlikely to cancel. People who have not been using the card much may be seen as more likely to cancel it and therefore more likely to get a retention offer. That's just speculation on my part, however.
