Of course I mean the policy! Sorry about the confusion. Actually it is not ridiculous in some indoor places like monasteries. There are some convents in Lima and Arequipa where entering with a guide is a must, and it makes sense (not allowed rooms, unlocked ornaments, etc.). But MP is an outdoor place, I don't find it 100% necessary. And yes july is not the best month for changes. I guess it will be very complicated the first days.
