Went to read the write up you referred to.
What is standing out in the comment section is many got their accounts reinstated after filing CFPB. One case was so bizarre that the CSR from the lending dept actually yelled and cursed at the caller - that was reviewed on the CFPB complaint as we all know, the phone calls with lending / dispute / fraud dept are all recorded.
Another poster got shutdown TWICE - the first one he called and did not go anywhere so he filed CFPB. All accounts were reinstated. Then got shut down again. This time he did not even bother to call, filed CFPB immediately. 3 days later all accounts were reinstated BEFORE the official shut down letter even arrived!
Seems Chase procedure is very haphazard and lots of "Kill first" actions which do not stand up on regulatory investigation.
