If ticketed, yet travel has not commenced, changes are permitted on Star 1,2 and 3, including the segments up to & including the first international/intercontinental segments. (Once travel has commenced on a Star 1,2 or 3 no changes permitted to the segments up to and including 1st international/intercontinental segment.)
StarLite rules permit no changes to segments up to and including 1st international/intercon segments once ticketed, regardless if travel has commenced or not.

Should be recalculated at original ticketing date prices with the difference between the two fares being the amount owed plus the USD75.00 reissue fee.
