I think his point is that rent payments are usually whole dollar amounts, so $2000 sounds more realistic than $1996.80.
Though, there are various other things that could be paid with MO that are not whole dollar amounts. But still, it seems unlikely that you would have a bunch of payments to make that are exactly $998.40 or $1996.80.
