Late 1990's was pre 2002. While it didn't impact every passenger, it was in place prior to both the TSA and 9/11. And prior to CAPPS, don't you remember there was a manual process? Look at post

History is important. Checked bag screening issue has been recognized to be a problem since Pan Am 103 bombing over Lockerbie, Scotland December, 1988, long before 9/11/01.
