To quantify it, you shouldn't use "number of demonstrations of inability" as the unit. There are higher units of the same metric, which Newton would have defined like this:
100 mishaps = 1 problem
100 problems = 1 fundamental issue
100 fundamental issues = 1 clusterf**ck
100 clusterf**ck = 1 dysfunctional system
100 dysfunctional systems = French bureaucracy
100 French bureaucracy = new Berlin airport
100 new Berlin airports = 1 disaster
100 disasters = 1 ADP
