I was there in late February in a room on the fourth floor. The construction is on floors 1 and 2 and we didn't hear a thing from up on 4 except the odd, faint drill every now and then. Definitely not a disaster but I can't speak for guests on the third floor; you'll most likely be fine on four and up.
Keep in mind that floors three and four are the newly-renovated ones while 5, 6 and 7 are the newer but non-Le Méridien designs.
