Citi doesn't always do the same pulls. Did you verify that they pulled Experian (and Experian
only) on these denials?
There have been cases before where Citi would pull generally only one bureau for someone, and then once in a while they pulled two different bureaus for the same application for that person. Plus there have been cases where they suddenly switch who they pull for one application (after seeming to be consistent for a long time).

Not so much any more. For years it used to always be 6, but now it seems to be YMMV, and some people get less than 6 while some people get more than 6.
