I was declined at the end of January for the same reason. I just applied again yesterday (waiting over 2 months) and was declined again. I have no current Citi cards. I didn't lower the CL before cancelling my previous two Citi cards (which I didn't know about until recently after reading this thread). I'm not sure if that is the reason for the 2 denials though.
How many inquiries did you have in the last six months? You need to count all inquiries including all banks, credit unions, department stores, car loans etc., not just citi.
