It is not luck of draw. It has a set of factors to determine the account would have retention offer or not. Annual spend is one of the factors but by far, NOT as important as people think, especially for higher spenders (you already heavily use the card so you would keep it even there is no incentives).
The offers are either attached to your account or not there. A good rep could only go over all the screens to find if there are any, but s/he could not generate any.
OTOH, when there is service issues a manager often can give out a few Ks pts as courtesy pts. But they cannot give such as retention offers.
SPG biz card definitely is not a card AMEX try to retain users. That is so obvious that anyone should see that by now.
