US properties are different than the European ones. Upgrades on point stays aren't really done, as far as I know. I've never seen it personally.
A very false blanket statement, I've gotten some of my best upgrades on points, including 2BR's at RI's.
It is really up to each property, especially RI's, if they want to offer 5000 point per night upgrades online.
Call & ask for an email address or as to speak to a room's controller or GM and ask if you can be upgraded complementary to a 2 BR or if you can pay up with a combination of points & cash.
It might be tough being downtown Philly and that 3 separate beds are going to require a 2 BR if the typical RI, but there is no harm in asking and seeing if any options are available to you.
